A1:   Only Military veterans qualify for Department of Veterans Affairs benefits. As far as I know, DoD civilian employees do NOT qualify, unless they also served honorably in the military.  (DJ)  4/29/20

   

A2:  No. Only those who served in the Armed Forces are eligible for veteran benefits assuming the nature of their service and their discharge or separation does not preclude such.  (WW)  4/29/20
